La Russia conquista terreno in Ucraina e Kiev non perde tempo per mettere in sicurezza il suo futuro energetico guardando oltreoceano. Tra infrastrutture bombardate e approvvigionamenti a rischio, gli ucraini si sono premurati di firmare un accordo per la fornitura di gas naturale americano nell’arco dei prossimi tre lustri, e a dargli una mano ci sarebbe un attore che finora non si è mai esibito da protagonista sul palcoscenico energetico del Vecchio Continente: la Grecia.  Tale scenario può ribilanciare gli equilibri e finire per rischiare di rompere le uova nel paniere a chi ha sempre garantito ai Paesi europei l’accesso alle risorse naturali. 

Le prospettive di Kiev tra guerra e GNL Made in USA    

Mentre gli scandali di corruzione travolgono i fedelissimi di Zelensky, la compagnia statale Naftogaz ha stretto un accordo con la greca Atlantic-See LNG Trade SA che permetterà a Kiev  una fornitura costante e continua di gas statunitense fino al 2050. L’oro blu, dopo aver solcato le acque dell’Atlantico ed essere approdato lungo le coste elleniche, sarà rigassificato e poi trasportato più a Nord per riscaldare le case degli ucraini. Il gasdotto che fungerebbe da trait d’union  dal Mediterraneo alle steppe centro-orientali dell’Europa dovrebbe essere il “Corridoio Verticale” su cui stanno investendo nazioni dell’Est e del Sud del nostro continente. Il fine è di unire i segmenti infrastrutturali tra Grecia, Bulgaria, Romania, Moldavia e Ucraina nel segno dell’indipendenza energetica dal Cremlino.     

Per Kiev, il progetto è da intendersi come una strategia volta a non farla apparire come un attore passivo nelle decisioni relative al proprio avvenire, come è parsa negli ultimi mesi sullo sfondo delle trattative tra Washington e Mosca. Da un lato, ciò consente al Paese di divenire un tassello importante nel puzzle delle catene di approvvigionamento a cui vuole dare forma l’Unione Europea; dall’altro dà modo di irrobustire l’ossatura energetica tramite centrali elettriche più moderne, impianti di stoccaggio più efficienti e infrastrutture più resistenti. 

A condire il tutto, Naftogaz si è mossa anche sul fronte a Nord di Kiev tendendo una mano alla polacca Orlen per l’importazione di altro gas americano, pari a un volume di 300 milioni di metri cubi.  

Atene: l’alfiere energetico contro Mosca      

La partita non si gioca solo nell’Europa centro-orientale, ma è molto più strategica nelle acque calde del Mediterraneo. La Grecia, mettendo a disposizione i suoi terminali, non si fa semplicemente artefice di una partnership economica transfrontaliera, ma demiurgo di uno scenario geopolitico potenzialmente dirompente dopo essere stata additata come il ventre molla d’Europa per anni. Il premier Kyriakos Mitsotakis non ha perso tempo a far sapere che Atene sarà un nuovo hub di alimentazione energetica, sostituendo ogni metro cubo proveniente da Mosca.          

Dietro le dichiarazioni con cui si punta il dito contro l’Orso russo, il messaggio sarebbe destinato a un altro attore euroasiatico: la Turchia. I greci temono che Ankara possa interferire nei piani energetici prossimi al battesimo e che abbia un grande interesse a non tagliare i ponti con la Russia. La Turchia ospita parte delle tubature del gasdotto TurkStream per il trasporto dell’oro blu di Mosca fino alla regione della Tracia Orientale per poi raggiungere i territori europei ed è un’infrastruttura che ha consentito ai turchi di essere tra i principali responsabili delle forniture di gas ai consumatori europei. Il Governo di Tayyip Erdogan non ha fatto mistero di fare dell’Anatolia un hub energetico grazie alle importazioni di gas da Nord e attraverso l’esplorazione di giacimenti domestici per approvvigionare i vicini di casa occidentali. A dare manforte ci sono la Slovacchia e l’Ungheria impegnate nel fare il controcanto rispetto al resto dell’Ue, in quanto il gas a stelle e strisce risulterebbe molto più costoso per le loro aziende e la loro produzione energetica.  

Atene, intanto, incassa il plauso del segretario Usa all’Energia Chris Wright e a riprova del nuovo sodalizio greco-americano spunta una nuova collaborazione aziendale tra due colossi energetici operanti sulle due sponde dell’Atlantico. La statunitense ExxonMobi, insieme alla greca HelleniQEnergy e a Energean, inizierà le attività esplorative nel Blocco 2 del Mar Ionio, dando luogo a una delle operazioni di lavorazione delle risorse naturali più memorabili da oltre quarant’anni.

Un quadro simile dimostra come il futuro del Vecchio Continente non passa più dal raggiungimento di una pace che metta a tacere le armi sui campi di battaglia, ma anche dai terminali di rigassificazione e dai corridoi logistici che permettono a tutti noi di scaldarci e di far funzionare la nostra economia.

Europe is increasingly dependent on Moscow for its gas imports. Nevertheless, Turkish President Erdogan is now operating a gas pipeline with Russia instead of the EU. It will not be the last client on the continent that Putin can cater to.

President Putin and President Erdogan have intensified their contact and relationship, particularly in the previous year, during which they met a total of ten times. Accordingly, Turkey’s relations with Russia are closer than ever before. It is one of the reasons why Putin chose Turkey as the new transit country for gas deliveries to Europe.

On Wednesday, the two opened Russia’s newest TurkStream export gas pipeline in Istanbul. It is a commercial and geopolitical coup for Moscow, as it counteracts the EU’s quest for energy supply diversification on the continent, and in fact, pushes Europeans further into the energy dependency on Russia.

TurkStream is a new edition of the South Stream pipeline project. The latter failed to meet EU competition requirements five years ago in the Crimea annexation. However, Putin did not want to succumb to his goal of creating an additional corridor for gas exports to Europe, bypassing Ukraine next to the North Stream pipeline.

Approximately 35 percent of the natural gas consumed in Europe today comes from Russia. Putin seeks to maintain this market dominance in the coming decades. Turkey is thus a logical partner. After all, Turkey is Moscow’s second most essential export destination behind Germany.

Above all, however, it forms the south-eastern flank of the EU. Half of the total capacity of the pipeline, 15.75 million cubic meters per year, is destined for transit to Europe. In the medium term, the pipeline is to bring Russian gas to Austria via Bulgaria, Serbia, and Hungary. Contrary to the EU’s goal of diversifying gas imports and increasing energy security, the countries of Southeast Europe are thus even further expanding their dependence on Russia with TurkStream.

At the same time, TurkStream is a competition project for the EU-partially financed Southern Gas Corridor, which is to bring ten billion cubic meters of gas annually to the EU via the Trans-Anatolian Pipeline (TANAP) from Azerbaijani offshore fields in the Caspian Sea. Erdogan’s plan that Turkey could become an energy hub where buyers and sellers meet and where prices are set has now become a reality.

However, the Moscow – Ankara energy axis also harbors risks for Europe. In the course of the EU accession negotiations, Turkey was supposed to become a reliable partner for Europe in energy security. The alliance with the Kremlin now has the potential to put pressure on the EU.

Erdogan even appears to be ready to increase its own energy dependency on Russia. Turkey has virtually no gas reserves of its own and is dependent on imports. Therefore, just like Europe, the country had tried in the past to diversify its energy supply and to make itself less dependent on Russia.

However, the conflict between the EU and Turkey on the energy issue had worsened. After valuable gas deposits were discovered off the coast of Cyprus, Turkey sent drillships. However, Cyprus also claims the sea area and thus the gas. The island is divided into a northern and southern part, the latter belonging to the EU. Northern Cyprus is a de facto regime that is only recognized by Turkey.

Worse yet for Ankara, at the beginning of the year, Cyprus, Greece, and Israel signed a basic agreement for the planned construction of the EastMed Mediterranean pipeline. It is said to transport gas from Israel to Greece via Cyprus. Turkey sharply criticized the construction project, as it feels cheated and sees the agreement as an attempt to isolate Turkey and Northern Cyprus.

In Turkey’s search for alternative partners outside the EU, Erdogan ran into Putin’s open arms and is inclined to accept that, with TurkStream, Russia will play a disproportionate role in its supply mix, in what is the Kremlin’s latest move in imposing its agenda on Europe.
